This paper produced by Charter Africa project explores the role of the Economic Community of West African States (ECOWAS) in democratic governance and its engagement with civil society. Despite the vibrant and challenging democratic landscape in West Africa, ECOWAS sets and enforces democratic norms, often involving civil society in its processes. The paper discusses the evolving landscape of civil society initiatives and networks engaging with ECOWAS, noting the community's preference for technical support over civic rights and political accountability. Digital technologies have become essential for mobilizing constituencies and promoting accountability, prompting the suggestion of a partnership between ECOWAS and civil society to regulate technologies for inclusive governance.
